In my view, the interior had to be completed first before the external blocks were placed. In addition, high tech research suggests other chambers in the pyramid may be present.
How they managed to transport and install the massive interior blocks from a quarry many miles away is also an unsolved mystery.

Diary Of Merer Tells Us NOTHING About the Great Pyramid's
Construction
If
true, this limestone project was for the outer layer, which is not
present now. Nothing about how the interior was done earlier.

building of the Great Pyramid at all and
the stone that Inspector Merer delivered for the Giza Plateau could

logbook records deliveries to Akhet-Khufu, the ancient name of
the Great Pyramid complex. Although the surviving text does not
explicitly state how the limestone was used, scholars believe it was
probably intended for the pyramid’s outer casing.”
